If Terrence Crawford is content to simply fight tickover fights every 3-4 months, for whatever guaranteed money that he can get in his deal, that's fine. Tim Bradley went from being arguably the best fighter at 140, to jumping over to Arum and not giving a **** about who he was fighting beyond Pacquiao, and he seems to have walked away from the sport happy.
On the other side of the street, Keith Thurman is coming back, likely having either Thurman-Spence or Thurman-Porter 2 in the second half of the year, Danny Garcia is expected to come back early 2018 against Brandon Rios, Devon Alexander and Jesse Vargas are getting back online as possible challengers, Yordenis Ugas is heading into that mix, Omar Figueroa Jr is basically floating 140/147, you've got a few young prospects coming along at 147, and then you still have the trial horses like Andre Berto, Luis Collazo, Sammy Vasquez, Josesito Lopez and others to mix in, before you even get to the 140lb fighters who may move up.
Really, it's on Crawford. If the Pacquiao-Crawford fight doesn't happen, and Jeff Horn doesn't want to leave Australia, who is Crawford even going to have to fight three times a year with? Tyrone Nurse, Bradley Skeete, Ponamarev, Robinson, and then bottom of the bottom fishing from that.

One of the bigest myths out there is top rank only doing in house fights. Top Rank does less in house fights than golden boy or pbc. Only 2 of terence crawfords last 10 fights have been against a top rank opponent, that should dispel that myth right away but people only believe what they want to fit their narrativeComment

Quality over quantity; outside of if there's an injury being dealt with, stepping into camp for meaningful fights is a far better proposition than stepping into camp for what you and everyone you know knows are bull**** fights.

His opponents have been willing to fight on Top Rank cards even when they have a promoter themselves (Lou DiBella -- Felix Diaz). Arum isn't willing to do the same. Hell, they had to twist his arm to make Mayweather-Pacquiao and he *****ed about it the whole way through while everyone else was all smiles thinking about the money they were making.Comment
