I'm fine if Fury is still considered Champion.

Champions like Jack Dempsey didn't defend his title for 3 years and was still considered champion.

Also, no other Heavyweight has made a legitimate claim to be Linear in those last two years.

Fury retired, and gave up any belts that matter. Until he returns and proves something he isn't the champion of anything. The fake lineal title at any weight means nothing.

A lineal title vacancy can only be filled by #1 fighting #2. However, a Ring title vacancy can be filled by #2 fighting #5.

A lineal champion can't be stripped for not fighting arbitrary "mandatory" challengers, a Ring champion can and has been stripped for not fulfilling Ring's arbitrary mandatory obligations (although only SHO fighters have been stripped in this manner, HBO fighters have not).
