Kov quit after some body shots. He wasn't able to bully Ward, lost on the inside, and quit.

Did he get hit low, yes. Did he commit fouls, yes.

A ton of other people have been hit repeatedly low far worse and didn't quit.

The ref warned Ward for landing punches on Kovalev's waist band in round 2. By round 8 the rules had changed. Punches to the waist band and below were now allowed. But Kovalev didn't know that till he crumpled after being punched in the cup 3 times and the ref raised Ward's hand.

the fact that Kovalev gets a title shot (not Barrera, not Badou Jack, not Gwozdyk) straight after Ward's fights proves it once again what everybody was thinking about this whole Ward situation, that he didnt lose the first fight and was beaten to the nuts in the second, which he was actually winning before the strange stoppage

Kovalev is still a tough match for anyone, but the mystique is definitely gone ... and the division has gotten much tougher. He should win this one, but it's gonna be tough soon. Adonis is still the man, even if Ward had stayed. Anyone that wants to change it, go get it. He's been trying to make deals, has guaranteed support in Canada, and a lineal belt.
