I personally won't score a jab unless there is something on it, although a flicking jab can offset the other fighter I see it similar to a weak, slapping punch that lands and won't score it. That was Hughie Fury's jab in the Joseph Parker fight, for me I didn't score his jab as he was really only using it to offset Parker while he was on the back foot. Stiff jabs were few and far between.
conversely, what good is a power punch if it does no harm

Draw. Someone’s jab could do more damage than another’s power shot.

A power punch and a jab both score the same if the effect is the same. Some guys jab so hard it knocks the opponent down. Conversely some power punches have no effect on the opponent and vice versa. The judges have to factor in who is controlling the action. So saying it's a numbers game isn't entirely true. Hearns, Larry Holmes had great jabs that they used to hurt and control the opponent. Other fighters paw with the jab and it really doesn't effect the other guys game. You already know that though.

I took the question as the power puncher knows what hes doing and the jabber knows what hes doing.. ill take 10 jabs to land my best power punch all day. Like most would. But he didnt. They landed 1:1 which will ALWAYS favor a hook or UC.

Let someone land an UC on your chin like Tyson. And let Holmes land his Jab.... Who would you bet to get the KO 1st???

                  Impossible to say.

Depends how effective the punches are.

If fighter A is Miguel Cotto and fighter B is Pauli Malignaggi then it will probably be Cotto.

Were the punches clean? How much damage did they do?

                  Too many variables.
