The total amount of functional muscle mass you take into fight is not determined at the weigh in, because to function properly muscle mass needs to be fully hydrated.
A 175lb man who dries out to make 160 then rehydrates back to 175 ends up with 5lbs more functional muscle weight than a 170lb man who dries out then rehydrates back to 170, if both have rehydrated themselves fully and properly.
