Again, your reading comprehension problems are at the root of everything.
Let's try an analogy, maybe it will help you understand things better (if this doesn't work, I will tell you a bedtime story in the next post).
The law says you can only go so fast on the highway: they are called speed limits.
But Velma, the skank Ship out happened to get knocked up, is about to give birth to a miniature "Ship out off the old block" any second now.
So Ship out says screw the speed limit and floors it.
Ship out delivers Velma to the hospital (who will soon leave him in two weeks right after she files for child support and full custody, citing his message board obsession as a bad influence on Ship out Jr.).
But, the cops have followed Ship out to the delivery room. While one is busy getting Velma's telephone number for future oral, the other writes Ship out a speeding ticket.
Ship out shows up in court a month later pretty much a broken man.
Velma has left with his kid.
They are garnishing his pay at Ye Olde Fry Bucket.
And assorted cops keep stopping him, not for any offense, but so they can get his ex's telephone number for oral.
He tells his story to the judge, who at the time is secretly receiving oral from Velma under the desk while hearing his case.
The judge throws the speeding ticket out, saying that the pregnancy was an extenuating circumstance- which the law provides for. The judge understands that the speeding was an exception and that otherwise Ship out is and has been compliant.
It was a situation that was covered in the law even though in normal circumstances it would appear not to be.

Retro TUE = extenuating circumstances
Then, the TUEC applies the WADA code you cited as "prohibited at all times" and decides if what happened was indeed a violation.
TUEC = Ship out's judge.
