Not as much money, and a WAYYYYYY more dangerous fight. Remember, the Australian government is basically coming up with the $$ to pay pac. I doubt a Crawford vs pac fight would have the budget. Horn is Pac's best option, both as far as danger and financially.

Arum is always saying there's money overseas like in Australia. So why wouldn't he want to milk Horn, let Pacman get further removed from the training and fighting shape he was in for Horn and get Horn further removed from the beating Pacman would give him again. Then have the rematch after Horn has been active knowing Pacman may sit out until the 2018 rematch. If Arum can pull off Horn beating Pacman again, he has his new cash-cow for "big Australian fights" where he can continue to line his pockets.

It's a filler fight. They're looking for the Pac rematch, where the money is, and there's no real point in putting Horn at risk before then.

Losing a unification fight, or against one of the top tier fighters, completely derails Horn-Pac II.

Because Skeete is a very good boxer. Tall, rangy and eats u guys with Horn's style. Skeete would beat Horn, Corcoran won't. Pretty simple.
