He was the almost universally accepted REAL Middleweight champ. He wasn't obligated to make any concessions. If Jacobs, Canelo, BJS, or anybody else in the middleweight division REALLY wanted to fight him, they would have, whether he was a big name or not.
Saying a guy is high-risk low reward is just saying, "This guy will probably beat me" and I'm not fighting somebody who will beat me without there being a bunch of money involved, which is the epitome of ducking.
If a guy is the champ, you should want to fight him, so that you can prove that you are better.
There's a reason that Canelo & Jacobs both chose to fight him AFTER the Kell Brook fight.
