It's an interesting argument. On one hand, Canelo is not on a P4P list thus does not count for much if Golovkin beats him. On the other hand, my reasons for leaving him off P4P is because he's been feasting on guys smaller than him and cherry picking crappy opponents. The skills that he displayed are absolutely P4P worthy for me though. Unless Golovkin destroys him, I doubt I'd move him to #1.
As for Canelo, if he soundly beats Golovkin, then he deserves to at least replace him on a P4P list. Hell, if they fight to a decision that's really close, I think that gives Canelo enough credibility to move into top 5 on P4P.
