You should have asked the question: When did Manny Pacquiao ever agree to do or participate in proper and random blood and urine tests to be conducted by either of the two universally recognized and renowned dope testing agencies?

The answer: Manny Pacquiao dodged/shunned those tests until about one or two fights (a period of just about one year) before he actually got into the ring with Mayweather. That eventual acceptance by Manny to participate in random tests, was forced — because he and his team/promoter figured they could no longer afford to not get in the ring under Mayweather's demand for random anti-doping tests!
