Its an elaborate caste system: You have very rich people in the outlying areas of Baltimore, then you have a large mostly Black Burocracy, similar to the one in Detriot that sold their people down the river... these people are out for number one, like the former mayor who used to take jaunts all over the country on taxpayer's dime.

You have a solid middle class which has been shrinking as the city squeezes it more and more with taxes and ****** things to many to go into.

Then you have the bottom: Lots of entitlement programs, some not used properly, others serving the needy...And of course the people who have 5 kids. Baltimore has neighborhoods with a worse aids rate than most places in the world: that includes South Africa, the highest aids epidemic population in the word.

Homicidal areas are all over the world. The US is a violent country that has relatively stable gun laws, South Africa is worse... what might be confusing to your notion of hyperbole is that violent behavoir appears in pockets. So even sweet little ole Europa has pockets of areas that are violent...see above because it was requested in another post.
