I'm pretty sure the IBF wouldn't strip a champion who got caught in a situation like that because of a mandatory obligation with another sanctioning body. And remember, GGG did Jacobs a favour by giving him more than his mandated share of the purse, rather than refusing to negotiate and forcing Danny to give up his mandatory position.
I think both sides wanted the fight, and they cooperated to make it happen and to get the best financial rewards possible from it.
With GGG being able to make 170 on fight day without weakening himself, the best option for both guys was the one we saw happening.
