The proof is the IBF sanctioning the fight. Both fighters have to sign and pay for this to happen. Jacobs did so, as did Lemieux.
I don't think they are cheaters, but it seems odd both of them have paid sanctioning fees only for them to forfeit what they have paid for.
Not paying 3rd sanctioning fee from 7-figure purse (usually 2%), when you know you wouldn't keep all 3 titles if u won, also a consideration

Most people knew Jacobs wasn't going to weigh in. To be honest no one in that crowd is going to give an F about what belt isn't on the line.

This isn't a mandatory enforced fight, so I'm not sure why you keep bringing 'WBA mandatory' up. If Jacobs didn't pay or sign for the IBF sanction, the IBF wouldn't have sanctioned it, meaning there would have been no 2nd weigh in. Simple as. The WBA didn't sanction the Brook fight, the title was never on the line. The IBF title was on the line, however.
Jacobs has to pay his fair share now, as the IBF officials are have to come out to NY (hotel and flight fees) pay their sanctioned ref/judges etc. Keith is wrong.Comment

But the cheating principle is the same, GGG expected Jacobs to meet that second day IBF weigh in, and he didn't.
The same factors that applied to stevens vs lemieux apply here too, because stevens also had to make the weight regardless if lemieux did or didn't, if he wanted to be part of the eliminator.Comment
