      Ok, so how do they determine their rankings? Because it doesn't appear to me Beterbievs has a better resume. This goes back to the post of mine you previously quoted. Could the orgs, IBF included, be playing favorites?

        The IBF rules are very clear and transparent and the IBF follows those rules 100% no matter who you are.

        Unlike the other orgs, a fighter can't reach a top IBF position through attrition. A common strategy in boxing is to just keep your fighter inactive and hope the fighters above him in the rankings lose. If you do this long enough, you can reach #1 without beating anybody credible.

        But you can't do that in the IBF. In the IBF, the only way to get the #2 or #1 ranking is to win an official eliminator against another ranked fighter. Then #2 and #1 can fight each other, with a 50/50 split, in a final eliminator to determine who gets the title shot.

        Beterbiev fought another ranked boxer for the vacant #2 ranking. Barrera could have fought another ranked boxer for the vacant #1 ranking, but chose not to.
