The very best you could say of Pacquiao is that he is a moral coward for supporting this, knowing full well the reality of what's happening. At worst he has blood on his hands and is complicit in mass murder himself.

Politics in that area is a lot like Hollywood here, and for that matter, the Washington establishment as well lol...if you get in yu gots blood on your hands!! There are no angels were demon's fear to tread. At least Duarte is honest about what he is, the guy is the bastard Roman twin Remus, who kills his brother! pacquio is not honest that way, and tries to come across as a moral reformer at times, but as you said and I agree with you, he does indeed have blood on his hands. And ignorance is no excuse for the law.
At the end of the day there are two kinds of people in the world Dr R: People like you and I who probably would say "screw the roads! I don't want to participate in this murder scheme!" and people who say "Hey the traffickers are getting it any way, might as well hitch on and get my constituency some new roads and programs."
Pac's secret is he has a nice smile, a great story, and has been succesful at punching people in the face beyond measure. I doubt he even makes decisions...look at the situation with his taxes for example.
