What I'm reading is that there wasn't an agreement and VADA was not used for either fighter in the first fight.

Pascal was in that year round program since it was created for the Bute fight. He didn't refuse VADA because he was already being tested. Having two programs test him is ******. Pascal didn't want to pay for VADA specifically for Kovalev, but nothing prevented Kovalev from paying it for himself if he wanted VADA. And thus we had a fight where one guy was randomly tested, and the other wasn't.
