It's clear that they didn't want the fight, or at best they wanted Ward to be weakened by having to cut down to 164 when he weighed in at 168 for most of his career and fought at 172 for Paul Smith.

He didn't say a year. The offer was to have 1 fight before, Golovkin had already signed the Lemieux fight so it would have allowed for that. It would have happened early 2016.
