I think they wasted time and money. A budget like that and proper planning may not have yielded NFL ratings, but it could (and maybe still can) develop a regular audience.
I think you are right that boxing may never get back to where it was. That is ok. I still think you are better off marketing the sport and then the individuals. Maybe had they used the money to incentivize winning maybe that would bring more drama and more fans.
In the end, I just want more boxing programming on TV. More programmimng means more of a chance some young athlete sees a fight and decides to box instead of some other sport.
