USADA doesn't even allow the TUEC to know the applicants names. Furthermore, the application is uploaded to a database so that WADA can review it.

That means USADA must have been paid off, the TUEC must have been paid off, WADA would have to be paid off to make sure nothing is found out. The DCO would have to be paid off. The WADA lab would have to be paid off.
