Here's the difference: Pac was just KTFO by Marquez right before Floyd choose him and lost 2 of his last 5 fights, while Joe Louis hadn't been stopped in nearly 20 years and avenged his last KO loss. Joe Louis was still considered the #2-3 Heavyweight in the world at the time Marciano beat him. Marciano was barely a 6/5 favorite to beat Louis while Froid was a 3/1 favorite against Pac.
Marciano KO'ing Joe Louis (greatest HW of all time) was FAR more impressive than Floyd (using banned IVs) running to a decision against a One-armed Pac. This is not debatable, it's true and you know it.

As for your last question, are you talking about top 10 p4p? P4P doesn't apply to heavyweights, especially in that era.
