Because IV use was 100% legal in Nevada any amount for any reason. Had Floyd drank gatorade instead, he wouldn't have had to notify the commission either.

But, had Floyd & Manny VOLUNTARILY AGREED to notify an independent third party about any gatorade use, they would be obligated to notify that third party due to their contractual arrangement.

If the voluntariy agreement called for an exemption request to be submitted within X amount of days after any gatorade use, they would be obligated to follow that protocol.

Manny & Floyd agreed to VOLUNTARY PROTOCOLS for the use of something that was already 100% legal in Nevada, in any amount, for any reason.
