Because Jacobs doesn't have an actual title like the WBO. Golovkin wants all the belts and Jacobs only has a interim title to which he'll be Golovkin's future mandatory.

To clarify, we don't know what K2 specifically offered Saunders, Billy mentioned $6mill though. If Saunders turns the offer down, they'll be offering a deal to Jacobs next.
