If I'm Stevenson I take all the Canadian PPV money since he would have to pretty much give up everything else just to make the fight happen. Kovalev is not a draw and they are talking about PPV (I hope not in the US)?

Whoever puts up the most money should get the fight period. Look at the Wilder vs Povetkin situation. Wilder is even willing to fight overseas if he loses a purse bid.

Kovalev has an exclusive contract with hbo, meaning he can only fight on hbo.

Stevenson doesn't have a contract with any network, meaning he can fight on any network.

that's why the fight has to happen on hbo.
