I think at some point shortly before the fight, Cotto realized he probably wouldn't beat Canelo. He had already agreed to pay GGG a step-aside fee, but upon realizing he would lose to Canelo, he tried to get the sanctioning fee reduced. When that failed, he just refused to pay it. He was already going to be out $800k, why pay an additional $300k to keep the belt that he knew he would soon lose to Canelo? After the WBC stripped Cotto, he figured he didn't need to pay Golovkin the $800k (he said he was keeping the 1.1mill in his bank account). He must have forgotten about a little something called legal obligation and a potential lawsuit for failing to live up to it.

That kind of indicts him in the GB/RN lawsuit. Cotto paid Golovkin $800k in order to gain a split advantage over Canelo. GB is arguing that w/o the belt the split would've been more fair.
