So Kovalev is willing to fight Stevenson for $1 million, just an example. But...
Stevenson wants it for $2 million, just an example.

That's really all there is to it. Why make it complicated?

Let's move on and nobody can dictate to me who the real duck is.

Not big enough for PPV so there is no way to do the fight where both can be happy. Since neither wants the fight on the others airwaves, I suppose 1 side could buy the other out but that has never happened before.

If there was another fight of the same caliber that was being held up for that issue they could perhaps horse trade where both get 1 and be somewhat happy but that really isn't the case currently.

Clearly not a big enough fight for two TV networks to be splitting profits over. I don't think HBO & Showtime join hands & start singing kumbaya over any fight that doesn't do AT LEAST 1.5M buys absolute worse case scenario.

Hopkins invited Stevenson to join Showtime in march 2014, to unify 3 major belts (IBF, WBA and WBC). Showtime put millions on the table to get Stevenson, while he and Kovalev had no contract with HBO. So after HBO failed to match Showtime financial offer, Stevenson changed network.

Hey! Crip guy, did you say he fights for peanuts; Are you serious, where do you get your news?

Stevenson doesn't care if the fight is on HBO or Showtime/PBC, he only care about getting the highest purse for this "by popular demand" fight. If HBO is not ready to bid for this fight, it's clear their plan is to pay both fighters under the market value.
The issue is, during the late Dan Duva years, Main Events and HBO had a strong relationship. But Kathy's faith in the firm she help to build, makes her do things no other promoters would've done. Like blocking all her boxers to do any business with Al Haymon, Showtime or PBC, while bending over to get ****** dry by HBO. HBO doesn't respect her, because she always agree to all their conditions, like being underpaid just for a matter of long term security.

2013: Stevenson main goal, was be the Undisputed champion of the division.
2014: Stevenson main goal, was be the Undisputed champion of the division.
2015: Stevenson main goal, was be the Undisputed champion of the division.
You need the IBF, WBA & WBC to be Undisputed champion, in 2013 Kovalev had the WBO, but Hopkins had the IBF & one step closer to take the WBA. So when Kathy Duva created her lawsuit scam, it was to plot a settlement under table with Golden Boy for dropping her phony lawsuit in exchange of an unification bout between Hopkins and her protege Kovalev, and thus make Stevenson-Michel-Haymon stumble in the process.
Which is the reason why this lawsuit got dropped the day after Hopkins and Kovalev reached an agreement to unify their titles. Golden Boy team weren't bright enough to realise this lawsuit was going nowhere, otherwise HBO would have backed up this phony complaint. But Golden Boy have taken the bait, due to the fact they also needed an excuse to reconnect with HBO.
Now that Kovalev have the Hopkins belts, it didn't change Stevenson's goal of being crowned Undisputed Champion.
Check this video, you'll notice it was made before Kathy Duva bluff the WBC about making Kovalev mandatory to Stevenson.

Tell me: how Kovalev requested a purse bid? Do you have a link in which Kov is asking for a purse bid?
RULES & REGULATIONS OF THE WORLD BOXING COUNCIL (“WBC”)

2.8 Free Negotiations Period. After the WBC orders a bout, there shall be a period of thirty (30) days for the parties to negotiate, finalize, execute, and file a contract for the bout. Should the parties fail to file a fully-executed contract with the WBC by the end of such period, the period of free negotiations shall automatically terminate. The WBC may, by notification to the parties, shorten or lengthen the free negotiation period in special circumstances as determined by the WBC in its sole discretion.

Kathy Duva, who lobbied for this purse bid last year, labeled Haymon an “obstructionist”. By presenting herself to the WBC convention in mid December 2014, asking the WBC President to make the winner of the WBC Diamond belt, mandatory to Stevenson. Therefore, Sergey Kovalev TKO Jean Pascal on 03/15/2015, and following the WBC regulation about the free negociation period, the WBC ordered the purse bid for April 17, after (33) days. Even if Sergey Kovalev pulls out the purse bid on 04/15/2015, while he was a free agent. So the WBC waited until Kovalev re-signed with HBO on 05/18/2015 and reset the purse bid for 05/29/2015, which Team Kovalev turn down again for a second time.

Kathy naively thought Stevenson would've vacate his title or get stripped from it by refusing to fight Kovalev. It was a Bluff, like her bogus lawsuit.
Kathy Duva is a reporter/lawyer and a low class manipulative liar. Look, team Kove/Duva build up Kovalev's reputation by making the audience believe Stevenson was running away from him, when in facts, since Kovalev gained Hopkins belts, they no longer want any part of a pissed off Stevenson. Which they used to maximize Kovalev reputation for almost 2 years.

You must be more objective and less emotional, it prevents you from accepting the reality.
Between Kovalev and Stevenson, Kovalev loses.

... The "reality" is that, back in Feb 2014, Stevenson signed with Haymon and that in March 2014 Stevenson left HBO and signed with Showtime... These resulted into stevenson no having to fight the likes of Pascal, Hopkins or Kovalev anymore -- due to all those promotional feuds. This is the "reality".
