HD fee= $10 times 500k PPV buys = $5m
PPV fee= 7% of 500k times $50= 7% of $25m=$1.75m

At the most optimistic projection, they'd be splitting $7m.

What network wants to commit the resources for 24-7/All Access, market the fight across the channel, and develop all that additional support programming for $3m?
