Ward has a fight or two before Kovalev where I think he will have to step up his completion level. This is a special circumstance.
    What's special about it?

The question I'm asking is who's preparing Kov for Ward , Mohammadi ?

I'm of the same opinion as you on this one. Ward needs the right set of opponents to prepare for Kovalov, and having fights with some of Kovalov's more recent opponents would seem to be the logical route. The last thing that Ward needs right now is another fight like his June bout with Paul Smith. Of course that is my opinion, and perhaps Ward and Virgil Hunter see things differently.

That's why undercard Ward is a nobody who has fought Edwin Rodriguez and #46 ranked Paul Smith in the past 2 years. Nobody knows or cares about him. He is a bum. Gennady is on the big leagues. Undercard Ward is on the rock bottom of boxing.

It's the undercard of a huge PPV fight where you're not going to be able to pay a top opponent. Ward's next fight will probably be his own show so the opponent will need to be a lot better.

If Hagler returned today to 160 , I'd have him as #1 P4P over little g in that division on balls alone , of which GGG seems to be missing one
To make your p4p ranking even worse then consider that you have Ward ranked as top 2 and yet feels he needs a couple of tuneups more before facing someone ranked below him.

Also rules out Cleverly since he just fought. Ward has already beaten Boone and isn't Simakov the guy who DIED?

Agnew isn't any better or worse than Brand from what I can see. So it's like....who cares? It's not as if people were going to be creaming had he chose Agnew.
Yes, Ward beat Boone, but Boone dropped Ward, and I believe that Boone would love to fight Ward again: http://ucnlive.com/deezol-fueled-sparring-for-golovkin/
Read this if you haven't already, and by the end, Boone says that he'd love to have another chance at fighters to whom he lost. “So no, I don’t really regret the route that they took with me. But the preparation time, if I would get the preparation time for these guys – I’d beat them.”
