So in the WBO, their champion surpassed all rivals(their mandatories) according to WBO rankings to be the champion in that WBO boxing contest.

Same with WBC. Or WBA. Or IBF.

Since there's 4 titles, there's 4 champions (1 is the champ for their organization and so forth).

He doesn't fight HW fighters or hold a HW belt though. You can technically classify him as a HW but there's more accurate classifications for him.
