It really doesn't matter at this point if you ask me. Consider the times in recent years where Manny Pacquiao was afraid of needles, and superstitious about being tested too close to fight time, and not doing OST until several years after making these claims. Consider that he moved up 2 weight classes and started absolutely wrecking men that grossly outweighed him, and went on to become one of the greatest fighters of this era. Who seriously thinks that guy is a cheater, even though they have evidence that could make one su****ious? I don't know many people that do, and I do not myself.
