Arum is doing it the clever way....he knows he can't prove the IV use......but he can prove with the testosterone levels....if they go the legal route and get some evidence to open up an enquiry.
He will demand CIR testing to be administered by vada to find out the truth.
This will really explode once Floyd's abnormal TE Ratio is proven guilty beyond reasonable doubt.

A single bout of heavy physical exercise immediately stimulates large parts of the endocrine system. Hormonal secretions from the pituitary and adrenal gland cortex will increase during the exercise and last for several hours. Increased cortisol levels mobilize glucose and fatty acids to muscle as a source of energy. On the other hand, the secretion of testosterone, an anabolic hormone responsible for increasing muscle protein synthesis and innervation, decreases after physical exercise (Adlercreuz, Härkönen, & Kuoppasalmi, 1986).

If you think about it, if a rule wasn't broken, then why the need for a retroactive TUE? TUE's exist to exempt you from taking something that will break a rule. Floyd received one well after the fact! Basically, getting caught is meaningless as long as you received permission retroactively. A rule Floyd explicitly put into the contract, which the Pacquiao camp publicly disagreed with during negotiations.

Honestly we can debate this until the keys pop off our keyboards, but the reality is we regular folk don't hear about enhancers til they trickle down to local gym levels or someone snitches. I don't know if Floyd did use something or didn't but I do think as long as the information and the samples are kept within USADA's control we'll never know what's what. The best thing right now for everyone including Floyd is to sign a waiver and request his samples be tested by a lab not associated to sports period. He made a splash with his introduction of extensive testing then right now would be a great opportunity for him to really show he was about that. The longer this debate rages on the more theories pop up and the more su****ious people will become. Just sign a waiver and be done with it.

thats bc nsac was under the assumption they were only allowed to admit a TUE, usada had a TUE put into the drug test contract and listed the dates when it was fully agreed upon, both floyd and pac were each given separate TUE contracts under the same rules of WADA. did you read the report? and the retroactive TUE allows you to submit for it while acting on behalf of the health of he athlete coming first, thats one of the points stressed in WADA rules regarding IVs, thats why they tested him both before and after. seriously, actually read the report its very informative.
