      No, the rules dont say, it has to be done at the hospital, it says it has to be done at the hospital as part of emergency treatment, surgery, or inpatient care.

        No thats not what i meant. According to the report it says that when floyd called the USADA over that they should have said ok but in hospital/med facitily not home and if they did then it would have been 100% compliant.

            Lance Armstrong was tested 30 times in less than a month, during a competition, while doping actively, for many years and never tested positive.

            So Floyd calling to have them test him when he is ready proves he wasn't doing anything?

            Peoples obliviousness to how doping programs work is hillarious. Especially their understanding of how ineffective testing is.
