I guess where I'm hung up is I don't see how the NSAC will have any legal recourse regardless of how sketchy this is. The USADA is required to inform them of any violations of WADA, and USADA is insistent that none occurred. Likewise, the use of IVs for "rehydration" purposes is allowed by the NSAC. So if Floyd wasn't in violation of any of their codes or bylaws, what can they do? NSAC is bound by their own codification and WADA is a standards setting organization whose guidelines are merely being borrowed by pro boxing.

If NSAC were doing the OSDT like they did for Pac-Bradley II (iirc), then they would be in charge of enforcing WADA protocols. In this instance USADA are the ones who were supposed to be enforcing WADA protocol. I don't see how NSAC would have any legal authority to issue a punishment when they aren't the ones charged with enforcing that standard of testing unless USADA reported a violation to them (which USADA is insistent that no violations occurred).

ya i mean at end of the day he broke a rule but if all he did was rehydrate im not gonna be mad im gonna be honest. but the one thing i think we can all agree on is this is most likely going to start a push for one governing body in boxing and more oversight. the problem with that tho is its going to take haymon, arum, and oscar or a mix of the 3 to push for it which i dont see happening considering those 3 hold all the power. i mean the confusion is ridiculous why i dont really think usada or vada is dirty i still think there is just so many different rules lopholes all that and i think this and manny injury is probably going to start a push for more oversight. its only matter time and its so overdue its ridiculous

That's what the WADA standard is, not NSAC. NSAC has nothing in their rules against using IVs for "rehydration."

No amount of self-serving rhetoric from USADA can change the following unrebutted facts:

(1) The IV was administered at Floyd Mayweather’s home after the weigh-in on May 1. USADA learned about the IV on that date.

(2) The 2015 WADA “Prohibited Substances and Methods List” states, “Intravenous infusions and/or injections of more than 50 ml per 6 hour period are prohibited except for those legitimately received in the course of hospital admissions, surgical procedures, or clinical investigations.”
