It states he applied after the weigh-in......also USADA it states USADA tested right before it being given and then after....its the same thing DLH did for Pacquiao and its the same thing many other fighters have done.
and is illegal if not for the shady TUE allowed by the contract that the NSAC is acknowledging shouldn't be allowed going forward.
So basically Floyd did something wrong and got off because of a loophole(that the NSAC could probably overturn, because I doubt USADA's authority here is bulletproof.....but somehow I doubt NSAC will go too hard on this, unless they're forced).
And by the way, If Pacquiao allows this without raising concerns, it;s because he's dirty too(which we already know, overrated cheaters, both).

The fact is he failed 3 tests already in the past and had them thrown out by USADA. Then he used an IV which is not allowed and just happened to get caught so they gave him an exemption for no reason.
Until testing is done by an independent agency that's NOT paid by the fighter himself or someone representing him (Haymon), shady results and actions should not be any surprise.
