They said in this article that Mayweather applied for and was granted the TUE and the whole thing was being overseen by USADA, he didn't do it before USADA got to his home or without their knowledge, all that stuff they said about he was granted permission 3 weeks after the fight is not true (according to this article that came out in May), which makes more sense since they didn't wait 4 months to publish that. The same article was also on boxingscene but i couldn't find it.
