The reality is that Ward needs Golovkin more than the other way around. Golovkin may need him for credibility purposes amongst hardcore fans, Ward needs him to breakthrough.
If he doesn't get Golovkin, and I don't believe he ever will, If you look at Ward's options at 168 they aren't great...
He'll never get to fight either Dirrell brother, or DeGale or Badou Jack, as those guys are with Haymon. Arthur Abraham and Felix Sturm aren't leaving Germany to fight. George Groves, should he beat Badou Jack, will likely look for a DeGale fight and if not he'll look for some lesser title defenses at home. Zurdo Ramirez is with Arum and he'll look to protect him as much as possible.
That really leaves Ward with Fedor Chudinov as the only possible opponent at 168. Don't get me wrong Chudinov is solid and he's ranked so it would be a good fight for Ward.
But after that it's bleak. He may be forced to move up to 175 soon.
Unlike GGG he doesn't have the backing from HBO where he can just select any opponent and appear on the network.
