He didn't say he'd step aside for money. They said they would step aside if there is a guarantee to fight winner in place. The problem is that there has been no guarantee yet, only tweets and words, which in boxing means nothing.

There was also a mention of money along with 'next' so I don't really see the problem here.

He has a decision to make before the fight if he wants to keep the title. And that is to sign the agreement. No agreement and it will not be his decision whether to vacate or not, he will be stripped.

Cotto won't be stripped, at least not before the fight. No way will the WBC give up that huge sanctioning fee.
