I think you mean A+ level because B level is the Broners of the world. The level you refer to these great A+ fighters like Cotto fail at is called elite, and its beyond the alphabet.Comment

When you ask the question, you have to clarify what you mean. Are you talking about guys who have only fought B-level competition or guys who have always beaten B-level completion but never A-level competition?We know the type. Those fighters that weren't able to make it to the very top of the sport. The kind that practically lose every big fight they ever had against top tier P4P talent. Who do you think it is? My vote goes to Cotto. When he fought elite P4P talent in big fights (Pac) and (May), he lost. His biggest win came against Shane Mosley and that fight was close. Who do you think the best "B" level fighter is of all time?
I would put Cotto and Oscar De La Hoya on the same level. Cotto lost to Mayweather, Pacquaio, Trout and Margarito, but he beat Mosley, Margarito and Martinez. Oscar de la Hoya lost to Trinidad, Mosley, Mayweather, Hopkins, Pacquaio and won disputed -- some would say controversial -- decisions against Felix Sturm, Pernell Whitaker and Ike Quartey. Both could be considered B-level because of their records, but I consider then A minus fighters because of their willingness to fight the best and their performances against the best. I also put them both above Canelo Alvarez (whom I consider B-level) because they have fought much better competition in their careers.
Other current or recent fighters I would consider b-level due to their performance in the ring against quality completion include: Zab Judah, Lucas Matthysse, Amir Khan, Lucas Bute, Jean Paschal, Nonito Donaire and Chavez Jr.
Current fighters that I would consider b-level because of the competition they have faced include: Adonis Stevenson, Deontay Wilder, GGG, Leo Santa Cruz and Canelo Alvarez.
To make a long story shot, the best b-level fighters that I am aware of are Arturo Gatti and Ken Norton. Neither guy really beat any A-level competition, but they both made great fights anytime they entered the ring.Comment
