If Floyd or Haymon doesn't want the fight to happen it doesn't get made regardless of who ask for it. Haymon could have put Floyd on NBC and drew 10-11 mil viewers for ratings. Moonves was a positive IMO because I just don't see Arum and Haymon making this fight on their own.
