In general Cotto's limit is pretty high but he is like the definition of an A- (on a proper tough grading scale maybe even B+). He was just a notch short, good real quality but there is something missing that does not allow him to truly beat top end guys. Margarito is not an A fighter either though so losing to him is also a pretty big issue, not terrible but without other big wins you see the clear limit in him.

Pretty good always like 2nd or 3rd in a division, not a real champion though because when was he ever really number 1.

Oscar, Mosley, and Cotto were all clearly past prime. Hatton is only HOF based on popularity a la Gatti, not by skill/ability.

Floyds best wins over good prime opponents are Corrales and Castillo who are both hardly locks for HOF. Castillo might make it, Corrales doesnt deserve to be HOF imo.

Genaro Hernandez was definitely not in his prime when Floyd fought him but still a good win i guess.

Mannys wins over Morales, Marquez, and Barrera were when they were at least close to their primes. Oscar, Mosley, and Cotto were absolutely not for either of them.

The difference is those three are clear HOF/ATGs.

In a overall sense, yeah, its a good resume, but if you're trying to convince someone that he's the GOAT, the person you're trying to convince would just ask, "OK, who the **** did he beat for me to believe he's a greater fighter than Ali, SRR, Hearns, Duran, SRL, Hagler, B Hop, etc."
