why is a champion virtually begging for a contender to fight

It is a sad state when a champ has to ask a contender to take a fight that is easily the biggest fight/payday either have seen or will likely see. If Khan really wants Floyd/Pac he has to give them a reason and having the IBF strap is the best reason. To do that he needs to fight Kell. Algeri or Broner won't get him the fight or payday he really wants.

Give him Berto. Or Soto Karass. Or just sign up with Haymon, who will make his zero last for as long as he wants.

Or take a long vacation and just wait for Khan. Anything that would prevent losing his zero.
