Can you not read!? The penalty for a dirty test is much higher then 5 million, so why would you try to negotiate a fine that is lower.

If Mayweather test dirty, then he would only pay 5 million dollars. If he's suspended it would hurt him, but it would not benefit Pacquiao. The only benefit Pac would get is 5 million.

Without that ****** 5 million dollar agreement, Pacquiao could go after Mayweather for a lot more. He could claim that the drug test ruined the fight and ruined his potential earnings of 80 million dollars plus. I'm pretty sure Bob Arum explained this very exact thing in a video somewhere.
