They keep intentionally dodging the amount of the penalty and yesterday, the talk was all about a 4 year ban, no mention of a penalty at all....but today a mysterious penalty is in play and no one knows how much it is and it seems to only apply to Pacquiao. This whole schit is shady, just like the rest of Hymen's ventures........this fight isn't happening.....Floyd is working on a way to get out of the fight.

This marks the latest in a series of mishaps and misunderstandings regarding WBO welterweight champ Tim Bradley and his desire to fight on a level anti-doping playing field.
In late January, Bradley and Pacquiao agreed to meet in a rematch. As part of the agreement, Bradley announced that both men had agreed to undergo testing by the Voluntary Anti-Doping Association (VADA). Bradley’s undergone VADA testing, which sets the highest standard in sport with its strict anti-doping protocols, for his last two fights. Pacquiao underwent the VADA process in his last fight versus Brandon Rios, whose fight night sample tested positive for DMAA, a banned stimulant.
However, by early February, Bradley announced that the testing issue had hit a snag. Much like his last fight versus Juan Manuel Marquez, it would appear that Top Rank Promotions founder Bob Arum and the Nevada State Athletic Commission have decided to handle the anti-doping tests being sought after by Bradley and agreed to by Pacquiao. Arum will pay for it and once again, Nevada appears to be willing to pay lip service to the idea that it can and will conduct testing on the level of VADA. The last time the NSAC claimed such, it turned out to be untrue. They didn’t conduct Carbon Isotope Ratio testing on every sample the way VADA does.

Im confused, my comphrehension is that Mannys side wanted ONLY a 5 mil penalty for a positive test. Mayweathers side didnt want to sign because they can sue for more than 5 mil and vice versa. Not sure who asked for a 4 yr ban but since they are never handed out maybe that was an agreement Koncz didnt advise Manny on.
regardless Floyd not signing for a 5 mil penalty if he is doping makes zero sense. Id rather pay 5 mil than 50 mil with a possible ban, and these rules apply to both fighters, so......
A. 5 mil penalty for a positive test
B. Undisclosed penalty amount which could be tens of millions, and a 4 year ban
Yep, not taking option A means ur the dirtiest guy in the sport
