Pacquiao NEVER refused random drug testing. He just wanted a cut off of a few weeks before the fight for giving blood. No blood taken in the final 2 weeks before a fight - that's it. Random drug testing before that, random urine tests in that 2 weeks, and blood and urine samples given immediately after the fight.

The Mayweathers have won dispite having to settle out of court for defamation. Every major boxing news outlet always parrots the moronic lie that Pacquiao refused random drug testing in 09/10.

USADA is working in conjunction with the NSAC. If someone pops dirty I'm assuming there's nothing preventing him from going to Texas or Mexico to still fight though.
