If you follow this logic then Tommy hearns doesn't deserve to be an ATG either, Apart from Duran and Benitez, I don't recognize any of the names he beat when I look at his record. Plus, he got knocked out by Leonard, Hagler and Barkley.
You can't look at it like this, there are a lot of great fighters that are not so famous, also when you're at the top everybody brings their A game to the fight, so an average B level fighter could rise to the occasion and fight the fight of his life against the top guy, that's what happened for example when Maidana fought Floyd or even Broner, nobody gave him a chance but he rose to the occasion, plus winning titles in 4 different weight classes is a huge accomplishment.
Don't forget that even in the fights he lost he attracted tons of people to the sport and other fighters like Leonard, Hagler and Barkley wouldn't be as big as they were if it wasn't for beating Hearns.
Same with Duran, even though he lost some fights he started as a lightweight and he became a middleweight champion, which is a huge accomplishment too.
