Pacquiao's pitch to his fans will be that now he 100%, no "injury" and his fans will eat it up.
Of course, if/when he loses he'll come up with another excuse and they'll eat that **** up too.

Never said clinching is illegal. Clinching happens in boxing. As ive said most for being tangled up or for resting between rounds. Heavyweight does it more since they spend energy faster than lower weight classes. That is fine clinching as long as both fighters are not blocking an exchanging through clinching. it becomes pathetic and foul cliching is when you clinch to prevent an opponent from firing back. As to 'holding' that's FOUL IN boxing. There is cliching and there's intentional holding which is technically still clinching. That's what your hero floyd loves to do and seems to always get away with it, but yeah it still is clinching. but preventing an opponent from punching you through clinching is foul. You should block an attack from you arms not through hugging. your hero floyd gets aways from excessive holding to prevent a fighter from ever exchanging. Simply put it. It's called Vagina boxing.
Here is a great example of vagina clinching ehem holding..
