No. But their best wins are against hall of fame, pound for pound ranked fighters who were at or close to their peaks.
Pac has Barrera, MAYBE Marquez depending on if you think he actually won and possibly Cotto if you think he was the same fighter after the Margarito beating.
Floyd has Corrales, Castillo and Hatton.
I'll take Chavez, Nelson, McGirt, Toney and Hopkins (all ranked p4p with the exception of Hopkins at the time) over Corrales, Castillo, Hatton, Barrera and Marquez.
Pretty much the rest of the resumes are against top contenders/title holders but nothing to separate one over the other.

but legacy wise they're inferior to pac and floyd.
Whitaker was the first undisputed lightweight champion since Duran.I don't think there has been one since. He also didn't clearly or truly lose a fight until he fought Trinidad at 35 and cleary washed up.
Still managed to go the distance against a murderous much younger puncher.

like i said pea/roy has 2-3 names that pop out but floyd/pac had more lesser names.
if you choose to not to consider them, that's your opinion. i have mine. OVERALL resume for me goes to pac/floyd. pea could have surpassed both easily with his other big names but he didn't come thru. roy just had no one 175. dariusz would have helped.
