Soon he will start paying his fighters what the ufc pays his fighters. He is selling a good product now, but the more he signs the less he is going to pay his fighters down the line, he is signing quality and Quantity but you can tell that he has his favorites. why do you think matthysse left him?
UFC Boxing league will not have the WBC, WBA, IBF, WBO belts and rules tho.. You will still have boxing out side of Haymon UFC

Does it matter? Look at how many belts they have and how many champions there are. Not to mention they make up belts for people to fight for against non division contenders - I'm looking at you Manny vs Margarito.

And even if the argument is Haymon has a lot more "big league" level talent than McMahon had when he started the XFL, it's still only a portion of the overall amount of boxing talent that's currently in the sport.

As for the "hold them hostage" angle...that doesn't completely work...look at Quillin and Stevenson.

Look at what the reaction was to the way they handled the Quillin-Korobov and Stevenson-Kovalev situations.

This isn't like the Fedor Emilianenko/Pride situation (when Fedor was considered the best MMA heavyweight in the world), where Fedor was a non-American fighting primarily overseas who the UFC-watching audience in the US may not have known much about.

Boxing fans know who the top guys are, whether they're with Haymon or not.

If Haymon risks his best fighters against evenly matched opponents, then he risks losses like Russell Jr. had against Lomachenko.

It's hard to sell a guy as a Haymon/PBC champion if he's coming off a loss to a non-Haymon fighter.

He may say he will allow his fighters to fight non-Haymon fighters on other networks, but is that just going to be his C and D level fighters?

How much is he actually going to put his A and B level fighters, the headliners on all these network fights, against boxers from Top Rank, Golden Boy, Roc Nation, etc.?
It's all just speculation. I have no idea what he's planning on, but hoping to get at least a few good fights out of it.
I'm curious on how they are going to market it. What type of audience are they going to go after.
Not at all trying to say it will be successful. But if he does take the approach that I'm guessing I don't think it will work. Just have to wait and see.
