Definitely. Considering he has the most influential man in boxing handling his career, as well as most of his possible opponents, fighters not wanting to fight him needs to stop being an excuse.
Is it time he steps up to the main stage?? he can fight
Bradley
Khan
Kell Brook
or even go back to 154 and fight
Lara
Trout
Andrade
too small for 154 but yeah, he could step up, he has a fair chance against these guys but the issue is, does he want to step up and/or will his handlers allow it?

There's absolutely no reason for him to move up.
He's hasn't achieved anything at welterweight yet and isn't big enough for 154 anyway.

To small for 154??? he dropped from 154 to fight at 147

He's never weighed in above 152, a lot of young fighters fight at a higher weight when they first turn pro then slowly start moving down as the competition gets better.
Thurman walks around at around 160-165, makes weight very easily and is usually between 154-157 on fight night. He was only 153 on fight night against Bundu.
