Bob Arum is the only promoter not willing to work with other promoters so yes they ducked those fights. I don't love Floyd or hate Pacquiao I just don't like how Pacquiao fans make up and alternate realities like certain things never happen and for the record if Berto would have beaten Ortiz then Berto would have fought Floyd. The ducking Margarito argument is old because Arum was the one who didn't want to give Floyd Oscar in return for fighting Margarito/Cotto and that's how that fell apart.
