    If Floyd was to fight cotto at a weight of 160 with all 3 major titles on the line, it would make sense. Otherwise no.

        Well unfortunately, after consulting the WBC's sham of a rulebook, it appears that we are both wrong. A fighter does have to be ranked over top 15 for a voluntary defence - with ranks 11-15 requiring approval. But it appears a highly ranked fighter in another division does count...

        If Floyd doesn't have to defend his belts with a mandatory, I really do not see the point here. Is this to promote his fight or something?

          The only way I can see this happening is if both fighters have to be below 147 but at the same with the titles on the line at 154 they are under the 154lb limit so it would have to be a special agreement someone makes with Floyd obviously for the money the fight would make him.

          This means no legit 154lber will be fighting Floyd for both titles.

                The fight would have to be at 147 for all three weight classes to count

                  Cotto's not fighting in September. Hopefully they can do it in Nov or Dec. I don't want to wait till next May.
